Nichols School – District Office Board Room

Committee Members Present: Teresa Adams, Mike DuPlayee, John Kitslaar, Phil McDade, Laura Toso

Also Present: Kathy Bultman, Judith Durley, Brittany Hinz, Christina Kreigh, Gary Schumacher

I. The meeting was opened by John Kitslaar at 7:25 p.m.

II. Declaration of Public Notice – Gary Schumacher confirmed that declaration of public notice of the meeting was made.

III. Public Appearances – There were no public appearances.

IV. Minutes from the February 18, 2004 meeting – Laura Toso moved to approve the minutes from the February 18, 2004 Personnel & Policy Committee meeting. Teresa Adams seconded. The minutes were approved as distributed.

Mike DuPlayee moved to change the discussion of item V (Discussion and Possible Approval of Policies) after item VI (Discussion of Student Representation on School Board). Phil McDade seconded. Motion passed.

V. Discussion of Student Representation on School Board – Gary Schumacher explained that a recommendation was made to include high school students on the Board. Judith Durley, Advisor to Student Council, introduced Brittany Hinz and Christina Kreigh, high school student council members to the committee. She explained that currently, the student council is being revitalized at the high school. Brittany and Christina both commented that they felt it is important to have student input on Board issues for several reasons, e.g. to improve school climate and to relay information received first hand to their peers via a number of vehicles (announcements, newspaper). Discussion was held. Committee members suggested that students serve on the Board’s committees vs. the Board, so that they could contribute to discussions regarding various issues. Gary Schumacher will present a sample policy regarding student representation on Board committees for review at the next committee meeting.

VI. Discussion and Possible Approval of the Following Policies:

A. Board Policy 323.1 – Special Observance Days – John Kitslaar moved to forward the policy to the Board for their approval. Teresa Adams seconded. Motion passed.

B. Board Policy 892.1 – Teacher Training Programs – John Kitslaar moved to forward the policy to the Board for their approval. Phil McDade seconded. Motion passed.

C. Board Policy 446.1 – Locker Searches – Teresa Adams moved to forward the policy, as revised, to the Board for their approval. Laura Toso seconded. Motion passed.

D. Administrative Rule 446.1 – Locker Search Guidelines – Phil McDade moved to forward the policy, as revised, to the Board for their approval. Teresa Adams seconded. Motion passed.

E. Board Policy 461 – Academic Excellence Higher Education Scholarship – Mike Duplayee moved to forward the policy to the Board for their approval. Teresa Adams seconded. Motion passed.

F. Board Policy 470 – Student Fees and Fines – Teresa Adams moved to forward the policy, as revised, to the Board for their approval. Phil McDade seconded. Motion passed.

G. Board Exhibit 443 – Code of Classroom Conduct – Teresa Adams moved to forward the policy, as revised, to the Board for their approval. Laura Toso seconded. Motion passed.

VII. Other Agenda Items – Gary Schumacher reported that most of the work on updating the District’s policy manual has now been completed. Jeff Schreiner will present items regarding the co-curricular code of conduct at the next committee meeting.

VIII. Set Date and time for Next Meeting - The next Personnel & Policy Committee Meeting will be held Wednesday, June 16, 2004 – 5:00-6:15 p.m. at the Nichols School District Office Board Room.

IX. Adjournment – Mike DuPlayee moved to adjourn the meeting. Teresa Adams seconded. Motion passed. The meeting adjourned at 8:25 p.m.
